Now, those are some of the questions at the heart of yesterday's parliamentary debate as the Workers' Party laid out its vision for Singapore's economic future.

经过将近九个小时的辩论之后,国会表决通过了这项动议,不过是在 PAP 提出修正、让它和政府的 Economic Strategy Review 保持一致之后,才获得通过。

After nearly 9 hours of debate, Parliament voted to pass the motion, but only after it was amended by the PAP to align it with the government's Economic Strategy Review.

The motion proposed that economic policy should be judged by whether Singaporeans enjoy better wages, stronger local enterprises, greater resilience, and also a higher quality of life.

So it's not simply about whether the economy expands.

So the timing is also significant.

I mean, you know, we are entering a world shaped by AI, geopolitical fragmentation, ageing populations and also slower global growth.

So these trends require Singapore to rethink how growth is generated and distributed over the next decade.

And, you know, we are days away from Singapore's 61st birthday.

So economic growth and jobs have always been at the heart of Singapore's story.

It's not just an economic story, it is the Singapore story.

Well, I would say it's as much political as it is economic.

But essentially, I think what they were trying to say is that I think they're asking 2 questions, which is that, you know, are Singaporeans merely participating in growth or are they genuinely benefiting from it?

Actually, there was much more common ground than there was disagreement.

You know, both agree that Singapore must remain globally competitive.

我不觉得这点上有人有分歧。

I don't think anyone's disagreeing on that.

双方都同意,吸引投资仍然至关重要,也许 PAP 比 WP 更强调这一点。

Both agree that attracting investment remains essential, perhaps the PAP more than the WP.

但还是,你知道,这是双方达成的一条共识、一个基础认知。

But still, you know, that's a baseline there of agreement, understanding.

Both agree that productivity, innovation, and skills are critical.

And I think where they differ really is emphasis.

So the government believes that Singapore's current strategy already delivers these outcomes and is evolving through the Economic Strategy Review Task Force, whereas WP argues that the strategy should shift more deliberately towards outcomes experienced by Singaporeans themselves.

So, you know, this is really a debate about calibration rather than direction.

Now, a major theme throughout the debate was the role of multinational corporations.

WP argued Singapore should place greater emphasis on building stronger local companies that can become the next generation of regional or global champions.

The government, however, pushed back against what it saw as a false choice.

Tan See Leng 部长甚至分享了 Fullerton Healthcare 最早的一批客户里就有 multinational companies,而且这些公司帮助了他的企业成长。

Minister Tan See Leng even shared how multinational companies were among Fullerton Healthcare's earliest customers and helped his company grow.

Why did this become such a contentious issue?

You know, essentially it goes to the heart of Singapore's economic model.

And I think, you know, the WP would have included that in its motion, or at least alluded to it in its motion, because it recognises that that's the case, that it's very much a centrepiece of Singapore's economic strategy since independence.

And also, I mean, it sends a signal that Singapore, or at least the PAP government, favours foreign entities and enterprises more than local ones.

But Singapore's success has actually been built on being an open economy that attracts multinational corporations.

And so the WP is asking whether local enterprises should now play a bigger role in driving innovation, creating leadership positions, and also anchoring economic resilience.

And I think the government's response, and rightly so, this is my opinion as well, is that this is a false choice, that in reality Singapore needs both.

所以归根结底,两者都需要。

So essentially you need both.

And I think the real question is not MNCs versus SMEs, but it is how to build stronger linkages between the two of them.

Now, Kenneth Jeyaretnam argued that governments should be judged against broader indicators, asking whether Singaporeans can truly afford the city they helped build.

So Mr. Singh, is Singapore really seeing a widening gap between strong macroeconomic performance and how individuals actually experience the economy?

So this is very much a global phenomenon, not just here.

And I think we saw this recently.

There's a lot of commentary about this recently with state elections across the border in Malaysia as well, where despite Malaysia doing very well macroeconomically and attracting a record FDI and stuff, the government still didn't do as well in the state election because people had a different perception of their lived experiences.

所以你看,新加坡的宏观经济指标依然很强。

So, you know, Singapore's macroeconomic indicators remain strong.

事实上,比大多数发达经济体都要强得多。

In fact, much stronger than most developed economies.

而有意思的是,失业率相当低,实际工资上涨了,投资也依然稳健。

And what's interesting is that, you know, unemployment is fairly low, real wages have risen, investment remains robust.

And, you know, most developed economies are unable to achieve all of these macroeconomic indicators at the same time.

但不知道怎么的,我们还是做到了。

But somehow we have still managed to do that.

And I think that's a really important trend to harness for the government.

但与此同时,还是有一些新加坡人不断在问,我买得起房子吗?

But yet at the same time, you know, there are Singaporeans who continue to ask whether I can afford a home?

我的薪水跟得上生活成本吗?

Can my salary keep pace with costs?

AI 会不会威胁到我的工作?我的孩子将来还会有同样的机会吗?

You know, will AI threaten my job, and will my children have the same opportunities?

这些担忧都是很合理的,我觉得也确实应该认真加以考虑。

And these are legitimate concerns, you know, and I think there should be due consideration given to them.

所以,政府今天面临的挑战,不只是创造繁荣,还要在某种程度上安抚人们心里的这些焦虑和担忧。

So the challenge for the government today is not only to create prosperity, but to sort of, you know, calm these anxieties and concerns that people may have.

而且现在其实已经在朝着正确的方向采取一些措施了。

And there are steps being taken in the right direction already.

我想,随着 Economic Strategies Committee 推出的一些新措施,接下来几个月应该会陆续落实。

I suppose, you know, with some of the new measures that the Economic Strategies Committee has put out, I suppose we'll be rolling them out over the next few months.

到时候我们会看到一些效果,也希望这样能够缓解一部分这些担忧,让大家更安心,觉得自己的经济需求和期待都有被照顾到。

We will see some of the impact, and hopefully then that will also, you know, quell some of these concerns, and people will feel more assured that, you know, their economic needs and aspirations are being taken care of.

Now, the parliamentary debate also focused heavily on workers.

What do you make of these proposals raised by the WP?

How significant a shift would these proposals represent in Singapore's approach to support workers?

这个嘛,我会说这些都是靠谱的建议。

Well, I would say that these are sound proposals.

谈不上是革命性的。

They're not revolutionary.

这些做法在海外其实早就以不同形式存在了,而且在新加坡国内,不管是在国会里,还是学者和意见领袖当中,也早就有人提过类似主张。

They really do exist in different forms overseas and certainly also proposed by others before within Singapore as well, both in Parliament and also by academics and thought leaders as well.

所以我觉得,真正的争论点其实是在规模、执行方式,还有财政可持续性。

So I think the debate really is about scale, implementation, and fiscal sustainability.

我的意思是,对,很多事情我们可以主张去做,但我们负担得起吗?

I mean, yes, we can rule out a lot of things, but can we afford to do so?

那按照我们现在的财政政策水平,我们负担得起这么做吗?

Can we afford to do so at our current fiscal policy rate?

我们是不是也需要把这和其他有竞争性的需求平衡起来,比如医疗保健?

Do we need to balance this with other competing needs such as healthcare?

我的意思是,我们是一个老龄化社会。

I mean, we are an ageing society.

我们需要更多医院,更多病床。

We need more hospitals, more hospital beds.

所以这些都是非常重要的财政要点,得注意到。

So these are all very important fiscal points to take note of.

所以是的,我们可以有一长串愿望清单,但要怎么落实,多久能落实,以及要花什么代价——这些细节都需要进一步敲定。

So yes, we can have a long wish list, but how to implement them, how quickly, and at what cost—these are details that need to be worked out.

So he essentially aligned, I think, the motion with the government's Economic Strategy Review recommendations, which is that the amendments emphasize keeping Singapore open to global talent and investment, strengthening local enterprises alongside MNCs rather than instead of them, supporting workers through skills upgrading, and recognizing policies already underway.

所以实际上,他们把这项动议从提出一套不同策略,改成了支持政府现有的方向,并指出很多建议和大方向其实已经被Economic Strategy Review涵盖了,而且有些计划也已经在推进,准备落实这些举措。

So in effect, they changed the motion from proposing a different strategy to endorsing the government's existing direction and to point out that many of the recommendations and the broad direction is already encapsulated by the Economic Strategy Review and that plans are already underway to roll out some of these initiatives already.

And that's something that they wanted to preserve as an anchor point of the economic strategy going forward.

Well, on one hand, it's to, you know, ensure that things don't get worse than this.

I mean, there are job losses, there are job cuts happening.

We read about them, you know, in the news every day.

And we would hope that, you know, whatever the policies that are implemented don't lead to further job cuts.

In fact, they help preserve and maintain and improve job creation.

So a lot of it will focus on implementation, right?

所以Economic Strategy Review现在会比以往任何时候都更重要。

So the Economic Strategy Review will now be more important than ever.

而且,我觉得Singapore人应该问的问题是,Singapore会不会创造出更多高价值的工作岗位,SMEs会不会在国际上更有竞争力?

And, you know, I think the question Singaporeans should ask is that, well, will Singapore create more high-value jobs and will SMEs be more competitive internationally?

你知道,还有像 AI 会怎么影响就业这种事。

You know, also things like how AI will shape employment.

我觉得很多人,不只是新加坡人,也包括新加坡以外的人,都在看新加坡会怎么处理这个问题,因为你知道,新加坡在很多这类事情上一直都是个风向标。

I think a lot of people, not just in Singapore but outside of Singapore, are looking to see how Singapore deals with that because, you know, Singapore has been a bellwether for many of these things.

还有,生产力提升带来的收益,最后会怎么转化成更高的工资?

And how will productivity gains translate into higher wages?

但我得说,这里有一个很重要的区别,我希望昨天国会里有更多人能讲清楚,那就是我们现在看到的失业情况,不管数字有多低,以及我们看到的岗位流失,并不全都是本地因素造成的。

But I have to say that, and this is an important distinction that I wish more people made in Parliament yesterday, and that is that the current unemployment that we're seeing, however low that may be, the job losses we're seeing are not all due to local issues.

我的意思是,有一种是周期性失业,这是由全球经济造成的,而这个现象我们在世界各地都看得到。

I mean, there is cyclical unemployment, which is due to the global economy, and we see that everywhere in the world.

There is frictional unemployment, and that's also because we now have more graduates than before.

Right.

所以你知道,对大学毕业生层级岗位的竞争,只会越来越激烈。

So, you know, that competition for graduate-level jobs is only going to intensify.

当然,还有结构性失业,而昨天很多讨论其实都集中在这一点上。我觉得政府这些年其实已经某种程度上提前在应对这个问题了,就是通过加大落实力度,并且在 SkillsFuture 这方面推出更多举措。

And of course, there's structural unemployment, which is where a lot of the debate yesterday, for And I think the government has sort of preempted that in recent years by stepping up and increasing implementation and initiatives on the SkillsFuture front.

而且我觉得接下来在这方面还会做更多,尤其是几个月前刚成立了 SDFA,也就是 Skills and Workforce Development Agency。

And I think more will be done, especially with the SDFA, Skills and Workforce Development Agency, being set up a few months ago.

我觉得这方面还会做得更多。

I think more will be done on that front.

所以说到底,关键还是在执行落实,同时也希望全球局势不要继续恶化。

So at the end of the day, it's about implementation and hoping that things don't go further south around the world.

Are there any ideas raised by the Workers' Party that you think the government is likely to adopt or build on as well?

我觉得,怎么说呢,好点子一向都会被采纳,不管它最早是从哪里提出来的。

So I think, I mean, good ideas are always adopted regardless of where they originate from.

再说一次,我也不觉得这些一定只是 WP 才提出过的想法。

Again, I don't think these are ideas that necessarily have been only proposed by the WP.

我的意思是,我觉得这些想法在新加坡已经流传一段时间了。

I mean, I think these ideas have been floating around for a while in Singapore.

而且我觉得以前的 MPs 其实也提过这些想法。

And I think previous MPs have raised these ideas as well.

比如学徒制、企业融资、更强的 SME 生态、更好的工人转岗支持。

So things like apprenticeship, enterprise financing, stronger SME ecosystems, better worker transition support.

我觉得这些都是一直有人提出来、也被考虑过、辩论过、认真讨论过的想法。

I think these are all ideas that have been floated, have been considered, debated, and deliberated.

也许现在就是时候,比以前更认真地来看待这些想法了。

And maybe now is the time to look at them a bit more seriously than before.

所以对,我觉得只要是好点子,不管来自哪里,都会被采纳。

So yes, I think if they're good ideas, regardless of where they come from, they will be adopted.

我觉得对我来说,我会想把重点放在三个我认为会非常关键的领域。

I think for me, you know, I would like to focus on 3 areas that I think, you know, are going to be very critical here.

第一个是 AI 和技术颠覆。

First is AI and technological disruption.

我们现在还不知道,不同职业会多快被改变,也还不知道这些职业本身可以怎么保护自己不受这种影响,对吧?

We still don't know how quickly different professions will be transformed and what these professions can do to safeguard themselves from that, right?

或者如果做不到的话,他们到底还能怎么转型?

Or if not, how can they pivot at all?

第二个,是打造具有全球竞争力的新加坡企业。

The second is to build globally competitive Singaporean enterprises.

我们有非常出色的 SMEs,但相比之下,能成为区域级甚至全球级冠军的企业还是太少了。

We have outstanding SMEs, but comparatively few regional or even global champions.

所以我觉得,这也是新加坡需要关注的一点,不只是要确保我们有一个良好的生态系统,吸引外国企业来这里创造就业机会,也要有一个生态系统,确保我们的企业能够走出新加坡,在海外也发展得好。

So I think that also is something that Singapore needs to focus on, not just ensuring that we have a good ecosystem to attract foreign enterprises here to create jobs, but also an ecosystem to ensure that our companies thrive beyond Singapore.

第三点,也可能是最重要的一点,就是要确保生产力的增长,能够转化成更广泛的生活水平提升。

And third, and perhaps most importantly, is to ensure that productivity growth translates into broad-based improvements in living standards.

这些年来,很多个预算案里,我们都看到财政部长提出了很多提高生产力的举措。

We've seen across many budget years, you know, the Finance Minister step up to roll out many initiatives to increase productivity.

我们也希望看到更多这方面的措施,这样未来也能带来更好的生产力增长。

And we'd like to see more of that so that it also leads to better productivity growth down the road.

所以我觉得,这三点对我来说,是真正主要的挑战。

So I think these three, for me, are the main real challenges.
